ABC examines the welfare problem which experts say constitutes the most troublesome domestic issue in the United States today. Some 14 million persons, more than half of them white, receive support at a current cost of $14.6 billion annually. In New York City, nearly one out of every seven persons is on welfare. Pennsylvania has been singled out as a model for what President Nixon's welfare proposals will be, and it is in this state that narrator Frank Reynolds and staff concentrate their report.

In the first episode, Dr. Whitman is caught between wanting to help his patient with methadone and the law prohibiting paroled ex-addicts from using any kind of drugs.
