An examination of the process by which laws are made to protect citizens in their homes, on the streets and as they travel. The documentary, which has been researched for nine months, covers aircraft and airport safety and the shipment of hazardous materials by air and rail. One investigation shows that 55% of airline crashes occur as planes approach airports and attempt to land. Yet there is no federal requirement for planes to be equipped with a ground proximity warning device. Jules Bergman anchors.
