  • The roof of a stadium collapsed near Chicago moments after a jetliner reportedly flew over it. Five workmen were killed and 15 were injured when the wooden roof of the $8-million stadium under construction near O'Hare International Airport fell. [New York Times]
  • The Philadelphia police were accused in a suit by the Justice Department of shooting nonviolent suspects, abusing handcuffed prisoners, suppressing dissent within departmental ranks and a pattern of brutality that "shocks the conscience."

    Mayor Frank Rizzo denied charges that he, other Philadelphia officials and the city's police department were guilty of widespread and systematic brutality. The Mayor, a former officer and Police Commissioner, said that the Justice Department suit was politically motivated. Mr. Rizzo, now in the last months of eight years as Mayor, accused the Carter administration of being "desperate" and seeking to "regroup" support from black and liberal voters. [New York Times]

  • Republican control of the Senate may be achieved in next year's elections or in 1982, party leaders say, and Democrats concede that major setbacks could well be ahead. The Republicans, who have been in the chamber's minority for 25 years, base their optimism on present party unity, a conviction that voters are becoming more conservative, and the weakness they say President Carter, if renominated, could bring to the entire Democratic ticket in 1980.   • The Carter re-election campaign is being prepared by Patrick Caddell, the President's poll-taker. Mr. Caddell was a major architect of Mr. Carter's 1976 campaign and his rhetoric, which includes such words as "courage," the "difficult decisions" and the "unpopular issues," is often used by the President in his speeches.   • Factional strife continued in Iran as groups of militant Moslems, some armed with clubs, swept through the offices of leftist groups in Teheran, smashing furniture, hurling pamphlets into the streets and beating leftists in retaliation for a protest against press restrictions imposed by Ayatollah Khomeini.   • Thousands were feared killed as a result of the flooding of an Indian factory town on Saturday when a dam collapsed, sweeping away factories, houses and bridges. [New York Times]
  • Afghan guerrillas are exuberant about their victories over forces of the embattled Soviet-supported government in Kabul. Photographs shown by the Moslem tribesmen show ancient weapons and modern Soviet artillery seized from government troops. [New York Times]
